就業金卡是2018年施行的制度，是四合一的證件，具有居留簽證 、工作許可、外僑居留與重入國許可，允許證件有效的1-3年時間，能夠不限次數多次進出國境。申請者依據自身經歷與技能，能夠直接申請無須雇主資助，甚至不用先有工作就到台灣來。
